On the bookshelf of most Filipino households are four books: the Bible, the K-12 textbook on science or mathematics, the school textbook on English or Filipino, and perhaps the Holy Qur’an. Despite the effort and years spent in publishing and distributing these books, more than one-third of the Philippine school children cannot read them. At the highest level of the education spectrum, only 6.5% of the country’s 12th-grade students could answer a standardized test question on a single English grammar rule in 2011. The gap is partly explained by the fact that a typical Filipino school teacher, largely unschooled and frustrated by poor results, is unlikely to spend a significant amount of time on training their students to read the textbook.

It will make teaching, learning, and research more efficient. The learners and the teachers will find them more accessible and useful. Digital books and learning materials will be portable and affordable. Teachers, students, and parents will be able to access them anytime and anywhere, just as they do with any traditional material. It can also save a lot of money and will have the advantage of making the learner’s learning experience better. To digitize a textbook takes around 8-12 weeks and costs up to Php12K to $2.5K. Can the government do this?

Two major breakthroughs on the digitization of learning materials during the pandemic were done by Lapu-Lapu City Division. The use of Quarterly build single module mobile app developed by teachers. The TAGS (Teaching and Guide for Students) Digital Modules is a versatile compact app developed in Region XI (Davao Region). The mobile app was released in public last May 14, 2021. Specifically developed in Tagum City Division for localized SLMS which functionality is the access of learning materials online and offline through downloads. Both innovations value access and delivery of learnings from DepEd’s Bureau of Learning Resources and delivery.
